Position Summary:

Reporting to the Senior Director of People and Culture, the Senior Manager of People and Culture is a key member of the HR leadership team responsible for the strategic and operational delivery of human resources services across the City. The role provides leadership and oversight in Recruitment, Health, Safety and Wellness, Diversity, Equity and Inclusion (DEI), and People Development, including Organizational Development.

Working within a complex, unionized environment, the Senior Manager leads initiatives that foster a fair, inclusive, and supportive workplace culture. This role requires strong collaboration with unions, senior leadership, and external stakeholders to ensure HR policies, programs, and practices align with organizational goals and reflect best practices in public‑sector human resources.
